You will need to register your business with

i. ACRA (Accounting and Corporate Regulatory Authority, http://www.acra.gov.sg/ ).
ii. MOE's Council for Private Education (http://www.cpe.gov.sg , click on the link "To apply for registration with the Council for Private Education through OBLS" )

You will also need to check and see if your premises has been are approved for educational activities with the URA (http://www.ura.gov.sg/eservices/eservice… )
